Josh Addo-Carr returns from a hamstring injury in place of Isaac Lumelume in Melbourne's only change.
Melbourne hooker Brandon Smith was cleared of a facial fracture following a head clash with Manly's Josh Aloiai in week one and he also said he would be right to play Penrith.
Brian To'o (ankle) is a chance to return from injury but has only been included in the reserves.
Mitch Kenny has been ruled out with his ankle injury, with Tyrone May replacing him on the bench.
Viliame Kikau is named in the starting side but is likely to come off the bench as he has for the past five weeks. He is in some doubt with his own ankle injury.
